Baseline Recycle scenario #20

This PR creates a baseline recycling scenario that we will use to show the increase in fidelity with NEAR.

This scenario is outlined below: Screenshot 2024-06-19 at 11 43 35 AM

This PR adds the .sqlite output file and an analysis notebook based on the other baseline scenarios.

This PR closes #14
