Drop down bar #12

User Story

As a user, when I go to the page (this page and not the others), I should see a navbar, background color and a drop down option.

Acceptance Criteria

Drop down bar appears when the user goes to the page. No functionality is within this drop down at this time.

Technical Details

Create a div for the card for the person WITH an id.
Use bootstrap to print drop down to the page via hard coding. !! https://getbootstrap.com/docs/4.1/components/dropdowns/
