Description of Proposed Changes

added registration and login functions. these will still need to be tested but are dependent on the register/login page for testing

Steps to Test

Outline the steps to test

git fetch --all
git checkout dpbranch

check to see that dom> user> adduser.js and verify.js exist and contain functions

Impacted Areas in Application

just added new functions they have not been called by anything else yet so everything else should be unaffected
