chore(views): init `url_launcher` for homepage #9

we'll need to launch/redirect to external apps for the following pages right now:

  1. the resource library on the homepage
  2. the NSS website link on the homepage
  3. the partnering option for Outlook email
  4. the github profiles mentioned in the contributors section

so yeah need to add the deps for the same.
