Debug missing FS topo tiles #27

The missing block there is: 485212052_Skagit_Peak_FSTopo.tif from this page: https://data.fs.usda.gov/geodata/rastergateway/states-regions/quad-index.php?blockID=48120

It's not created by get_quads, so it's an error in my code
