Add the ability to define benchmarks using criteria applied to multiple indicators OR that take into account multiple non-overlapping ranges of values for the same indicator (e.g. < 5 | >20)

Successfully implemented the ability to define multiple ranges for the same benchmark category. Multiple indicators is looking unlikely.
