Netmaker - remove bundled grafana and prometheus #4

Use external grafana and prometheus instead. Will need to still have the bundled exporter.

Not using netmaker pro services anymore (due to costs associated with it). So this can be closed. Would need to pull monitoring and stats some other way. Perhaps vnstat, standalone wireguard Prometheus scrapper or something else.
