Pass multiple treatment policies #61

Is your feature request related to a problem? Please describe. Currently, you must run estimators multiple times to test different treatment policies.

Describe the solution you'd like It would be useful to be able to pass multiple shift functions, as a list, to the shift parameter for estimators.
