When the LAN IP of the router is changed, ssh access fails until reboot #38

The rc_app process for LAN IP change needs to restart dropbear.

This commit solves it a bit hardcore: ideally it would only do the stop if the IP had changed, and not every time save is hit on that page. But, how can it know?
