ADSL not using Annex M #8

For some reason ADSL is starting everything correctly first time except Annex M.

There appears to be some conflict between lowering the snr and using annex M. Not clear how to get both at once. This probably requires more clarity about how to force adslctl to behave and when, exactly, we should interfere with the process.

I can no longer test this, so it is on hold until someone can pick it up.
