Someone who has all the power of the super admin but only within one nation. Or perhaps ..

each super admin should be tagged to a set of one or more nations?
each super admin is associated with a set of hubs? (more granular but harder work to keep in order)

Classic test cases to think about: London, England, Switzerland, Scotland.

Perhaps this could use the existing concepts of regions? (Who creates and manages nations and regions?)

if you are admin of a region, what can you do? Everything that an admin of a hub in a region can do? Or simply create hub admins?
