chore: pre-commit hooks for code style and commit message quality

Motivation

• Generating quality changelogs for #63 requires consistently formatted commit messages. This is something a script can check more reliably / consistently than a person.

Changes

• Mimic the setup from @captainsafia in https://github.com/nteract/nteract/pull/5567
• Sets up Prettier in this repository (we had a .prettierrc file, but it wasn't actually being used)

Testing

• I wrote several non-compliant commit messages , and was warned with information about what needed to be fixed in the message before they'd be accepted. Here's an example of how it looks when a stray capital letter finds its way in : https://a.cl.ly/eDuynZmj
