Create CONTRIBUTING.md or add to README #4

I'd love to know how to start working on the user guide (how do I build it?), how to add content, and get people on boarded to work together.

Hi folks,

If someone wants to move the content from this file (less the header) to a CONTRIBUTING.md or the README, that would be awesome-sauce.

You would fork and then clone this repo. During the clone, you will clone and update the submodule files by using the --recurse-submodules option: git clone --recurse-submodules https://...

To update the submodule at a later time to pull in upstream changes: git submodule update
