I didn't want to abandon google and azure cloud users that are using VMs pinned to python 3.5 still. Perhaps we could plan to drop 3.5 for these projects near the EOL date posted? That would give some more transition time for those platform users.

Going to merge for now, we can separately choose when to drop 3.5
