Add Game Mode Config

In order to debug the algorithm we like to be able to modify the game according to our testing needs.

In particular we like to:

• switch on and off the tutorial
• configure the number of rounds
• configure the conditions, i.e. only groups with human manager, or only groups with AI manager or both

Specifically for debugging, we would like to toggle on and off an overlay that is displaying the action trace as it is recorded
