monarch-win-setup.ps1 does not work in Windows 11 Home #184

Support for local user groups is limited. There is a 3rd party lusrmgr program that I have not tried yet. I don't think that the fact that this utility is missing is the whole problem, since monarch-win-setup.ps1 does not use it, so maybe creating groups is not supported at all.

Not clear what the issue was, but it now seems to work, and I never downloaded the 3rd party program. It appears that creating groups and assigning users to groups is still supported under PowerShell in administrator mode.
