nctable installation may differ between Eli and derived under Cygwin #197

I found both:

/usr/local/bin/nctable
/usr/local/bin/nctable.exe

nctable was the older, presumably built using eli, and containing a bug. nctable.exe was built from the old derived sources and did not have the bug, but 'nctable' always gave me the old one.

Should probably guarantee that both builds generate the same filename.

Same problem is present with qclicomp.
