HC: Add volume management

Currently only two volumes are supported with hard-coded sizes. One 8GB unencrypted volume and one 24GB encrypted volume. Need to be able to add or subtract volumes and specify which type. At a minimum the initial supported types should be

• Read only volumes
• Read write volumes
• Encrypted volumes
