You can reinitialize both Signet and Signet HC when the device is locked from "Device->reinitialize". The DIP switch on Signet is only for recovery from a bad firmware upgrade not necessarily to recover from bad data.
I haven't received any other reports of CSV import's failing when using the 0.9.17.1 client. The 0.9.16 client had a CSV export format that wasn't compatible with CSV import but that was fixed in 0.9.17.1. Let me know if you are still having problems with a clean start from the 0.9.17.1 client.
I've had a couple of failed (due to previous bugs) migrations between Signet and Signet HC (via CSV export/import), and now ended up of having two different data sets of data between Signet and Signet HC.
My up-to-date data is on Signet device, while Signet HC has already dozens of entries there (some were modified, deleted, added), so to migrate Signet to Signet HC I'll need to first clean-up Signet HC and then initiate a fresh import (via CSV). I also feel that this is pretty typical scenario for many users.
Ability to re-initialize device (Signet HC in my case) without any hardware intervention would help a lot.
