ci(web-server): add Github Actions workflows

Adding Github Actions workflows to build the sgx-vault-sw and sgx-vault-hw docker images and upload them to Github Container Registry.

ToDo:

• Still need to add SGX_SIGNING_KEY to the repo secrets.
