Fixed biblatex-problems by replacing boolexpr with expl3 #4

Furthermore created a new file, after it is 2017 now. Working on fixing the other problems.

Hi anates, thanks for your contribution. I'm happy to merge it, but it would be best if you first renamed your file back to 15, since this theme relates to the templates released then.

I'm also working on a new theme implementing the changes that have been in logos an slogans since then, in addition to it being more beamer-ish, and less laziness. Incidentally, that theme is named with 17. :-)

I'll be sure to replace boolexpr with expl3 in the new theme, so your contribution is very valuable.
