Resolving PROD-10658 and OPENSTACK-2716 #96

This commit resolves PROD-10658 Support configuring extra params in /etc/default/openvswitch OPENSTACK-2716 NeutronMetadataProxySharedSecret values do not match; hence cloudinit fails
