I apparently forgot that I'd set a dummy /etc/crypttab
before when trying to fix this. I just rebooted for something unrelated and my initramdisk actually prompted me for a password and got the lvm stuff working too. I dislike that I have to specify this in two different places but hey, at least it's working.
# /etc/crypttab
navi /dev/disk/by-partlabel/navi none luks
In order to boot I have to manually decrypt and initialize my lvm on luks volumes.
