[NEOS-1394] permissions table needs to be updated so thtere isn't a scroll on the header #2587

i think just the height needs to be updated since when i scroll down i can see the rest of the table there

All of the tables have the scroll bar on the header, it's a little weird but it's because the header row is also a part of the table even though it's sticky and that's how the virtualized table renders it the scroll.

This particular state is happening because the table has nothing in it. Like you said inbetween the images, there just needs to be a minimum height (similar to the job mappings) on the table so that you can see its empty state.
