Adjust Porter to no longer use `federated_only`. #20

Remove federated only from Porter due to https://github.com/nucypher/nucypher/pull/3030.

Depends on https://github.com/nucypher/nucypher/pull/3045 getting merged, and then a relock of dependencies. Once https://github.com/nucypher/nucypher/pull/3045 is merged, I'll relock dependencies and remove unnecessary code changes.

This allows porter to build and run tests based on the existing exported pytest fixtures. These fixtures need to be reworked - followup issue https://github.com/nucypher/nucypher/issues/3044. Once reworked on the nucypher side, nucypher-porter will need to be updated again - tracking issue https://github.com/nucypher/nucypher-porter/issues/21.
