Investigate Identifier State Configuration on Sufia #66

Investigate whether we are following this recommended production configuration for either filesystem or database backed minter state. (It looks like a /tmp/minter-state file has recent timestamps. )

we decided to move the minter-state file from /tmp to somewhere in /var/www/nufia/shared though in the long run we would like to use a minter service shared among the apps that is database backed.
