SpeedyAF isn't speedy AF on staging

Description

Currently moving between section on staging is very slow. Production seems to be OK. It appears that this is a speedy AF problem (the sections aren't being indexed). @mbklein started investigation.

To Recreate

• Go to something with multiple sections https://avr.repo.rdc-staging.library.northwestern.edu/media_objects/jd472w90n
• Click on a section
• see that it takes very long > 10 seconds to move.
