Fix GA tracking code #416

The tracking code in Avalon got bonked during our transition to terraform. We will use this as an opportunity to migrate tracking to our generic "repositories" tracking.

Done looks like

add this tracking code to avr UA-797260-32
verify tracking code is pinging
update view in google analytics (DS)
