elastic transcoder erroring on batch #421

Descriptive summary

Erin tried to ingest ~15 videos using batch. She after starting the ingestion she received the following error: basketball

After initial investigation it seems due to AVR hitting the transcoder at too high a rate.

Expected behavior

We should limit the calls to elastic transcoder to not make it mad.
