This PR adds tools to create and analyse RPE experiments that probe both the rotation angle of operations, as well as the angle between two operations (e.g. X and Y rotations).
Adds silq.analysis.rpe where simple analysis and plotting tools are provided for RPE experiments.
Adds RPE experiment generation tools to silq.tools.circuit_tools
N.B. I have simulated a variety of RPE experiments and there are some oddities to work out, though I believe this is to do with the simulation and not the RPE analysis.
