There are one hundred senators in the U.S. Senate, and you get an achievement for buying out all of them.

Then you can buy more Crooked Senators.

Where are these coming from.

As Senate seats aren't lifelong positions, likely, we are negotiating with newly elected or returning senators. Refer time difference skepticism to the 'instantly' constructed moon-base factory.
