Upgrade all dependencies reported by Dependabot
- The Rust linter had to be moved to the GitHub workflow because windows-rs v0.32 raises errors when checked from Ubuntu
- Fix warning “CMD.EXE was started with the above path as the current directory. UNC paths are not supported. Defaulting to Windows directory.”
