Implement PostgreSQL Database

Minimum requirements are as follows:

• PostgreSQL database implementation in the bot
• Test table created, a user with an auto increment int id and a varchar username is sufficient
• Methods to add to the table, read the last N rows from the table, and string search the table where username like '%username%' for example
• Database is dockerized with docker compose
• Database is deployed to the droplet and validated to both work with the bot, and persist between CI runs
• Security information (postgres pass, postgres user) added into github secrets to be used in CI runs
