Implement PostgreSQL Database #12

Minimum requirements are as follows:

[ ] PostgreSQL database implementation in the bot
[x] Test table created, a user with an auto increment int id and a varchar username is sufficient
[ ] Methods to add to the table, read the last N rows from the table, and string search the table where username like '%username%' for example
[x] Database is dockerized with docker compose
[x] Database is deployed to the droplet and validated to both work with the bot, and persist between CI runs
[x] Security information (postgres pass, postgres user) added into github secrets to be used in CI runs

Okay I will try my best! Also..I was thinking to add some basic validation for data before inserting it into the database. Any thoughts on this?
