Describe the bug

Toggle control bounces up/down when its location on page shifts up/down

Steps to reproduce

1. In SF -> Material Ordering -> Settings sidepanel
2. Toggle the "Apply reject rate" setting on/off
3. Notice the animation that occurs within the toggle. This is caused by the text shifting up/down in position

Expected behaviour

The toggle should shouldn't bounce vertically.
