According to a internal MII zulip chat message, https://github.com/num-codex/codex-processes-ap1/blob/ee36db8f658f88a29130df1a1e75a5b1cac66a80/codex-process-data-transfer/src/test/resources/fhir/Bundle/dic_fhir_store_demo_psn.json#L122 should encode the + character to be standard compliant, as the HAPI FHIR behaviour might have changed to enforce standard compliant behavior.
