Upgrade dependencies to DSF 0.8.0 and rework the mail implementation to take advantage of the DSF 0.8.0 MailService. We should also switch to using versioned ValueSet bindings and StructureDefinition references as they are now supported by the DSF 0.8.0 ValidationSupportRule.
