Resolves #14.

splits the CI-Pipeline into test and build jobs
provides Docker images with all the necessary files already included (can be configured via EnvVars)

The empty files docker/bpe/process/.gitkeep and docker/bpe/plugin/.gitkeep are necessary?

Just for the record: Yes, these file were superfluous, since the maven plugin being used creates output directories in case they don't exist yet (important for the build job). Thus, they have been removed.
