are the same samples drawn ?
otherwise one might want to consider to read from the same sampled_parameter csv file for different scenario simulations
this issue is related to separating intervention parameters from transmission/disease parameters (https://app.zenhub.com/workspaces/covid-19-modeling-5e8b85bb090561fddfdc48ec/issues/numalariamodeling/covid-chicago/266)
