Where do rulesets go in exams? #148

At present user-defined rulesets belong to exams. However,such rulesets are used in questions extensively, leastways the ones I write, and creating exams by uploading questions from other sources may result in conflict in the rules used and in their names. If you write a question for generic use in many exams then the rulesets have to be in some sense standard and so a large number of such rules built into Numbas would be one solution. On the other hand putting user-defined rulesets in questions is safer, as they are locally defined and although this may lead to all sorts of rulesets within an exam it may be preferable, Ideas?

I thought we'd already agreed that rulesets would belong only to questions.

I had forgotten what we decided - but at present rulesets are entered using the editor in exams not questions. For the above reasons it may be better to have them in questions.
