Things like lazyOps, synonyms, etc. should be members of a scope #362

There are a few "special case" dictionaries which tell the JME system to deviate from its normal path for specific op names. They should be part of a JME scope, not the Numbas.jme object, so if an extension (or really wacky function) messes with them it doesn't break the whole system.
