Dialog boxes aren't automatically announced by screenreaders #829

Mentioned in the BCCampus accessibility report.

Apparently when a dialog modal pops up, its content isn't automatically read by the screen reader. This might be a problem with Bootstrap 3, or I might have implemented it wrong.
