Steps: Information Only type and marks #147

There is no provision for penalising the use of Show steps in Information only mode. There should be as information can be given which directly helps the solution.

Yes there is. You set the steps penalty on the top-level part. I'd forgotten to hide the penalty input box on step parts, so that's probably what confused you.
