Move the "edit this exam" button to the same place as "download exam package" #204

At the moment, it's on the "replace exam package" page. On the top settings page, there's a button "Download exam package".

I often want to open an exam in the editor in order to debug, so I'd like quicker access to it. Should it swap with the "download exam package" button?
