Documentation of TEST_UPLOADED_EXAMS & NUMBAS_TESTING_FRAMEWORK_PATH settings #214

I came across these 2 setting keys while going through the code. Can these be used? I can't find any documentation.

I also found https://github.com/numbas/numbas-testing-framework.

It was something that I tried out, but it caused so many problems that I didn't pursue it any further. Issue #110 describes my goals for it. I can't think what the original impetus was - maybe a spate of people uploading things that aren't real Numbas packages?

I subsequently wrote the client-side re-marking code, which works much better.
