This is a very small user interface thing and can be categorised in "make life easier"... when adding dates to the LTI tool (available from/until, review, access changes), at the moment the datetime pickers use the current time down to the second. Could the placeholder be rounded to the nearest hour to save some extra clicks? I'd assume that there's a vanishingly small chance someone would want to use anything other than 00 for the seconds, and that a majority of users will be setting dates that lie on an hour.
