One user had two instances of the LTI tool: 'test' and 'production'. They used the same SEB config for both, set to launch to test's lockdown launch URL.
When launching the lockdown app from the production site, they were shown a "this resources needs to open in a new tab" message. It should have worked out that the launch parameters were incorrect and shown an error message.
