Under what circumstances can an attempt be marked broken, but the student still saves data for it? #303

We've noticed a few instances in ENG1001 computer assessment 1 (semester 2) of student having broken attempts, but those broken attempts do have suspend data saved. Are the students launching the attempt multiple times? Can we mark attempts as un-broken once they receive suspend data?
