Dashboard states 'This resource is not currently available to students' when exam is in review mode #330

When students are able to access an exam in review mode the instructor dashboard states 'This resource is not currently available to students'.

Perhaps it would be better for it to state 'Students are currently able to access this resource in review mode'.
