GForge migration

The Inria GForge system will cease operations by end of the year. Therefore, we need to:

• [x] move all wiki pages to the COCO Github wiki
• [x] find out where to put data on our own server such that it's available to the outside
• [x] move all data to our own server
• [x] find out whether we can have some forward links on the old gforge web server to make the links continue to work
  • the simplest way for Inria personnel to host a static webpage is described here
  • redirecting of gforge URLs is now available, see here
• [x] move content of actual svn repository

Closing of the GForge server is, right now, stalled. Nevertheless, we started to move some of our data. The ppdata-archive, especially, already moved to https://numbbo.github.io/ppdata-archive/.
