Starling variants #195

Added three debug variants targeting Starling Integrity Backends with version bump to v1.9.3:

This should be merged after https://github.com/numbersprotocol/starling-capture/pull/194. The three release assets will be uploaded to release page.

With these builds I am seeing this even with permissions allowed:

@makeworld-the-better-one I think you saw this before, and I recall it was an issue with the QA build but not the debug one? @bafu any idea why this is happening?

That's correct. I don't have any insight into why this is happening though.

@benhylau Thanks for the PR! I will accept this PR directly and add a pre-release v1.9.3. The Starling team can proceed with the QA test afterward.
